The IEEE change may cause a conflict but it is not known exactly where. Some users have reported that removing some devices helped them, you can read more about it here https://github.com/Koenkk/zigbee2mqtt/issues/27052
To solve this go to menu "Z2M and ZHA" scroll down to Flash custom IEEE address and put 0xFFFFFFFFFFFFFFFF click on "Write IEEE address".
You may need to re-pair some devices after this.
